Rafineria Gdańska Sp. z o.o. is pleased to invite you to take part in a tender procedure concerning the supply of an antioxidant additive for aviation fuel (Jet Fuel).

1. Subject matter of the invitation:
Purchase of an additive for aviation fuel in accordance of Attachment 1: Technical and Commercial Requirements for Antioxidant Additive for Aviation Fuel
By 05.10.2026, the supplier shall deliver a 500 ml sample of the additive to:

Following delivery, laboratory tests will be performed as part of the technical evaluation process. Each supplier may propose a maximum of two antioxidant additives. The submission of a sample by the required deadline is a condition for the tender to be considered.

2. Range of delivery dates
Three years from the date of signing of the agreement.
Estimated, non-guaranteed date of contract signing: April 2027.
Rafineria Gdańska Sp. z o.o. is under no obligation to place orders.

3. Planned annual demand:
Antioxidant additive for aviation fuel: up to 25 tons for the duration of the contract.
The figures given are estimates only and may vary depending on additive dosage rates and aviation fuel production volumes.
The supplier selection criteria will include: the price, the concentration of the active ingredient in the additive and the results of the laboratory evaluation of the proposed product, an assessment of the documents submitted as required by the tender procedure.

4. Terms of delivery: DAP Rafineria Gdańska Sp. z o.o., ul. Elbląska 135, 80-718 Gdańsk, according to Incoterms 2020

5. Terms of payment: 30 days from receipt of a correctly issued invoice.

6. Currency: EUR.

7. Validity of the offer:
The initial price quotation must remain valid until 30 June 2027. After that date, the pricing formula set out in the requirements relating to the commercial part of the tender shall apply.

8. Tender content and form:
Questions shall be submitted exclusively via the Logintrade Purchasing Platform within the timeframe indicated in the inquiry.
Answers will be provided to all participants through the platform.
The offer may be submitted in Polish or English.
The tender shall consist of two parts:
- Technical (substantive) part
- Commercial part

A. The substantive (technical) part should include:
Technical information required in the request for quotation, excluding price, taking into account:
• MSDS’s of products in Polish
• CN codes
• Attachment 2 - Sanctions statement (filled out and signed)
• Attachment 3 - Rafineria_Gdańska_REACH_and_CLP_supplier_statement (filled out and signed)
• advertising/technical information on the action of the additive.
• The supplier will describe the requirements for storing the additive and indicate the shelf life of the additive when stored under recommended storage conditions and in factory-sealed packaging.
• The supplier will indicate the delivery time from the moment of sending the order for:
a) Regular deliveries,
b) Urgent deliveries.
• Scan of the company's registration document
• A scan of: Power of proxy to submit the offer
• In case of foreign entities – a certificate of residency
Additionally, we may ask for other documents required for verification before selecting a supplier.
In order for a commercial tender to be reviewed it must comply with technical requirements.

B. The commercial part should include:
• price per 1 ton of product for delivery under the terms of DAP Rafineria Gdańska Sp. z o.o. valid to 30.06.2027
• price should not include excise duty: please indicate in the offer whether the purchase can be made under a duty suspension arrangement
We do not allow payment in a currency other than that indicated in the preceding sentence.
All prices indicated in the tender should be net prices (excluding VAT).
• pricing formula according to which prices for the following years will be calculated, which will take into account the following requirements:
o We prefer the price adjustment to take place every six months.

o The proposed formula must contain all information necessary for us to determine the final price of the products, including information such as:
§ index name with a clearly defined identifying code, if assigned by the data provider, reference to the source of quotes, if available, etc.
§ valuation period and the date determining it (e.g. monthly valuation period, taken from the month preceding the date of issue of the BoL, etc.),
§ quote type (low, mid, high),
§ other necessary information, depending on the specifics of the given index.

o The supplier must guarantee that, when the price is adjusted for the next period, it will provide access to the current quotations on the basis of which the price was calculated.

9. A tenderer can modify or withdraw its tender with no legal consequences, under the condition that it submits its written requestfor that before the final deadline for tender submission. After withdrawing its tender, the Tenderer may submit a new tender,under the condition that it is submitted before the final deadline for tender submission. Rafineria Gdańska sp. z o.o. reserves theright to modify the terms of the invitation before the final deadline for tender submission.

10. Rafineria Gdanska Sp. z o.o. reserves the right to cancel the contractor selection process, close the process without selectinga contractor, and the possibility to negotiate with the selected bidder or bidders until the contract/order is signed. The selectionof of the bidder(s) for further negotiations does not constitute acceptance of the offer or settlement of the tender within themeaning of the Civil Code. In such case case, the Bidder(s) shall not be entitled to any financial claims against the ContractingAuthority.

11. Rafineria Gdańska sp. z o.o. reserves the right to accept/reject tenders partially or completely as well as to change the numberof items referred to in the specification.

12. The Contracting Authority shall reject bids that contain an abnormally low price, in accordance with the information attachedto the Request for Proposal.

13. All information presented herein is intended solely for the purpose of preparing the Offer and in no case should be used inany other way and for other purposes.

14. Rafineria Gdańska Sp. z o.o. reserves the right to accept/reject the Offer in whole or in part.

The potential vendors by joining the procurement procedure and submitting an offer in response to this request for quotion,declares that the goods/products (including goods/products provided as part of provided services) that would be purchased byRafineria Gdańska Sp. z o.o. as a result of the implementation of the submitted offer, will not originate or have not been removedfrom Russia or Belarus or the Luhansk or Donetsk regions (territories of Ukraine).


Under pain of being declared null and void, please enclose the signed statement from the appendix.
After the contractor selection process is completed, information on the result will be sent to the participating bidders.
