Treść zapytania:

Dear Sirs and Madams,

Please find attached the Request for Proposal No ZU/146/2025/JP for “Execution of decontamination services in steam/water phase on units of the Gdansk Refinery in the years 2025 - 2028 under a framework agreement on the basis of orders and during Turnaround in 2026/2027, Gdańsk, Poland ” including Attachments.

NOTE:
Attachment 1A to this Request for Proposals will be forwarded to Bidders on the purchase platform after sending the Bidder's information protection declaration.
In order to receive a complete set of attachments and submit an Offer to this Request for Proposal by 7th September, 2025 The Bidder shall submit on the purchase platform (through the module ‘Questions’) a scan of the Bidder's information protection declaration signed in accordance with the representation (Declaration is attached as Attachment No. 10 to this Request for Proposal). The original of the statement should be sent to the registered office address of Rafineria Gdańska Sp. z o.o. immediately, but not later than prior to participation in the site visit, or delivered in person in the original to the Procurement Department or handed over during the site visit.
Participation in the site visit and sending the complete set of attachments to the purchase procedure will be possible only after the original of the statement has been delivered or handed over.

Visit on the worksite:

Prior to the preparation of the Tender, the Ordering Party shall invite the Bidders to an on-site inspection.
Participation in the site visit is obligatory for each Bidder.
The Offer of a Bidder who has not had the obligatory site visit will be subject to rejection for formal reasons.
The site visit may take place from 8th to 12th September, 2025.

INFORMATION ON QUESTIONS AND ANSWERS:
A. Answers to questions related the Enquiry shall be given by the chairman of the Contractor Selection Committee only through the Purchasing Platform.
B. Questions can be submitted only through the Purchasing Platform not later than till the end of 03th October, 2025 by 12:00 PM CEST.
C. Answers to questions submitted within above mentioned deadline shall be sent to all Bidders who had confirmed RFP receipt through Purchasing Platform and declared participation in the purchasing process.
D. Questions and conclusions submitted after the deadline will not be considered.



At the same time, we would like to inform you that any questions regarding changes to the attached draft Contract may only be asked within the aforementioned deadline for the submission of questions. No amendments to the Contract can be made after the submission of the Tenders.


OFFER PREPARATION:
A. The Bidder shall carefully read the information contained in the Request for Proposal and the documents attached thereto and prepare the Bid on the basis thereof.
B. Bidders interested in the subject matter are requested to submit an Offer only on the Purchasing Platform by 21th October, 2025, by 12:00 PM CEST
C. The Offer should be:
a) written in the Polish or English language;
b) signed by the person(s) authorized to act on behalf of the Bidder;
c) submitted only on the Purchasing Platform with the inscription ‘Offer ZU/146/2025/JP’ divided into:
- commercial offer,
- substantive offer.


NOTE I : the contract model (Attachment No. 11) for the PWK will be attached as soon as possible by updating the purchasing procedure.
