Rafineria Gdańska Sp. z o.o. asks you to submit a commercial offer in accordance with the following specification of the procurement procedure:

I. Subject of the inquiry

1. The subject of this inquiry is the delivery of a type A stabilizer, which enables the use of incompatible polymer types for the production of all types of modified bitumens produced by the Gdańsk Refinery in accordance with the requirements as follows:

The supplier of the stabilizer guarantees that it meets the following technical requirements:

1. Liquid type

2. Viscosity at 40°C 35-300 cSt

3. Flash point > 150 °C

4. Form: Liquid at > 5 °C

5. Packaging: 1000 l IBC containers equipped with drainage with a DN 50 ball valve, ended with A2" camlock, on pallets with dimensions of 120x100 cm.


The supplier declares the usefulness of the supplied raw material for bitumen modification technology, in terms of improving the stability of the asphalt-SBS polymer system.

It is not possible to submit an offer for a new type of stabilizer, not previously used by the Gdańsk Refinery.


II. Quantity of demand and delivery date


1. Forecast demand: 36 tons.

2. Expected delivery date: 06.10.2025 to 31.12.2025.


III. Conditions and place of delivery

1. The delivery will be carried out in accordance with Incoterms 2020 on the terms of DDP, place of delivery: Rafineria Gdańska Sp. z o. o., 135 Elbląska Street, 80-718 Gdańsk.

2. The General Terms and Conditions of Goods Procurement (GTC) constituting an attachment to this inquiry apply to the order.

3. Together with the product, the Supplier is obliged to provide the following documents in two copies: quality certificate, loading document and transport document.

IV. Form and content of the offer

The Bidder is obliged to submit an offer only via the Logintrade Procurement Platform in two parts:

a) substantive partby attaching documents in PDF format:

b) commercial partby entering the price in the designated field:

- unit price expressed in EUR/t in Logintrade and attaching documents in pdf format

- a completed offer form constituting Appendix No. 1 to this request for proposal


V. Other information

1. All information presented herein is intended for the sole purpose of preparing the offer and should not be used in any other way or for other purposes under any circumstances.

2. Rafineria Gdańska Sp. z o.o. reserves the right to accept/reject the offer in whole or in part.

3. Rafineria Gdańska Sp. z o.o. informs that regulations and provisions are in force on its premises, including, m.in, health and safety, fire protection and pass systems.

4. Rafineria Gdańska Sp. z o.o. declares that no costs related to the preparation or delivery of the offer will be reimbursed or returned to the bidders.

5. Rafineria Gdańska Sp. z o.o. reserves the right to carry out any tests aimed at verifying the certificates, documents and information submitted and to clarify the financial and technical aspects of the submitted offer.

VI. Sanction clauses

In connection with the prohibitions set out in the sanctions regulations issued in connection with the aggression against Ukraine, in particular:

- Council Regulation (EU) No. 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine (OJ L 229, p. 1, as amended),

- Council Regulation (EC) No. 765/2006 of 18 May 2006 concerning restrictive measures in view of the situation in Belarus and the participation of Belarus in Russia's aggression against Ukraine (OJ L 134, p. 1, as amended),

- Council Regulation (EU) 2022/263 of 23 February 2022 concerning restrictive measures in response to the recognition of the non-government-controlled areas of the Ukrainian Donetsk and Luhansk oblasts and ordering the deployment of Russian armed forces in these areas (OJ L.2022.42I, p. 77, as amended), and

- Council Regulation (EU) No 692/2014 of 23 June 2014 concerning restrictive measures in response to the illegal annexation of Crimea and Sevastopol (Official Journal of the European Union L 183, p. 9, as amended),

By joining the procurement procedure and submitting an offer in response to this request for proposal, the bidder guarantees that the products to be purchased by Rafineria Gdańska Sp. z o.o. as a result of the implementation of the submitted offer will not come from or will not be exported from Russia or Belarus or the Luhansk or Donetsk oblasts or Crimea or Sevastopol (territories of Ukraine).
