Subject of the Procurement Procedure:
ORLEN Petrobaltic SA (hereinafter referred to as "the Employer"), based in Gdansk, ul. Stary Dwor 9, invites contractors to submit an offer for TWO YEAR INSPECTION according to producer Inspection Plan for Crane Suspended X-904-6 Offshore Personnel Transfers (Serial Number OFX-904-3314-19) and a new certificate of conformity be issued for next two years.
Manufacturer of X-904 is Billy Pugh Co. Inc.

The detailed scope of the Contractor's work results from the manufacturer's instructions including:
• replacement of rebuild kit RK-1240-19
• replacement of worn-out (in accordance with the manufacturer's guidelines) construction elements including tension cables, safety tapes, upper and lower float plants, possibly replacing the luggage net
• elimination of other damages arising during the use of the basket which will be disclosed during the inspection
• structure tension and allowance for further operation (new certificate of conformity)

Contractor’s Rights and Obligations:
• The Contractor shall provide qualified personnel with required certifications and relevant experience.
• The Contractor shall provide, at its own expense, all necessary tools, materials and equipment to do the Works.

Contract Term:
• Work start: immediately after signing the contract
• Work completion: not later than 10.10.2025

Work Location:
• Work to be performed at the BALTIC BETA rig at the Baltic Sea

2. REQUIRED CONTENT OF THE OFFER SUBMITTED ON THE PROCUREMENT PLATFORM:
A. COMMERCIAL PART: Contractor’s Offer - net total price for service including all the costs.

B. TECHNICAL PART:
• Acceptance of the General Terms and Conditions (Appendix 1)
• certificate of conformity

NOTE: Failure to submit the documents listed in points 2.A and 2.B may result in the rejection of the Offer.

3. OFFER EVALUATION CRITERIA:
• value of the work
• technical assessment

4. CONTRACTING AUTHORITY'S RESERVATIONS:
• the Contractor will be selected in an open Contractor Selection Process,
• the Contracting Authority will not bear any costs related to offer preparation or participation in negotiations,
• if the procedure is closed without selecting an offer, Bidders have no claims,
• it reserves the right to withdraw from certain parts of the Work under the conditions of the future contract,
• it reserves the right to communicate with Bidders via email,
• it reserves the right to accept all or part of the offer,
• it reserves the right to cancel the procedure at any time without justification,
• it reserves the right to close the CSP without selecting any offer,
• offer evaluation will follow criteria listed in this Procurement Procedure,
• selection of Bidders for further negotiations does not constitute acceptance of the offer or conclusion of a contract under the Civil Code,
• this procedure does not constitute an offer under the Civil Code,
• it reserves the right to introduce changes to the procedure before the offer deadline, upon notifying all Bidders,
• all information in this document is solely for offer preparation purposes and must not be used otherwise.

5. QUESTIONS & ANSWERS:
• Questions must be submitted no later than 14.08.2025 at 12:00
• Questions submitted after this deadline will not be considered.

6. OFFER SUBMISSION INSTRUCTIONS:
• The Contractor must read this document and its attachments carefully and prepare the offer accordingly.
• Offers can be submitted only via the Procurement Platform until 18.08.2025 at 10:00.
• The offer must be signed by a person authorized to represent the Bidder.
• In case of refusal or inability to submit an offer, this must be marked on the Logintrade platform.
