Rafineria Gdańska Sp. z o.o. is pleased to invite you to take of tender procedure concerning a diesel fuel cetane number improver (2026-2029).

1. Subject matter of the invitation in:
Attachment: Technical and commercial requirements for a diesel fuel cetane number improver.
Rafineria Gdańska Sp. z o.o. reserves the right to select one supplier for the entire volume or a leading and an alternative(substitute) supplier. Rafineria Gdańska Sp. z o. o. is under no obligation to place orders.


By 04.07.2025 the supplier will deliver a 1000 ml sample of the additive to the Rafineria Gdańska p. z o.o. The sample of the additive should be sent to the following address:

2. Range of delivery dates: date of conclusion of the contract – 31.12.2029

3. Planned annual demand:
• 50 - 250 tons/contract.
The figures given are estimates. They may vary depending on additive dosage levels and diesel production volumes.


4. Terms of delivery: DAP Rafineria Gdańska Sp. z o.o., ul. Elbląska 135, according to Incoterms 2020


5. Terms of payment: 30 days after receiving the invoice


6. Currency: EUR


7. Validity of the offer: RG prefers a fixed price for the entire contract period.


Tender content and form:
Questions should be asked only via the Logintrade Purchasing Platform within terms indicated in the inquiry. Questions askedafter the deadline will not be answered. Answers will be given to all participants to the procedure after the expiry of the deadlinefor asking questions in a form of an update to the invitation to tender.


The tender should be drawn up in Polish or English.


Tenderers may submit a tender only via the Logintrade Purchasing Platform. A complete tender should consist of two parts – asubstantive (technical) part and a commercial part.


A. The substantive (technical) part should include:
Technical information required in the request for quotation, excluding price, taking into account:
• MSDS’s of products in Polish
• CN codes
• Attachment 1 - Sanctions statement (filled out and signed)
• Attachment 2 - Rafineria_Gdańska_REACH_and_CLP_supplier_statement (filled out and signed)
• Attachment 3 - Bidder's information protection declaration (filled out and signed)
• documents confirming the approval of the use of the additive in diesel fue
• technical data sheet (TDS) of the additive in Polish or English, which shall additionally indicate the recommended dosage in ppm (m/m; mg/kg) to increase the cetane number by 0.1; 0.5; 1.0 cetane.
• advertising/technical information on the action of the additive.
• The supplier will describe the requirements for storing the additive and indicate the shelf life of the additive when stored under recommended storage conditions and in factory-sealed packaging.
• The supplier will indicate the delivery time from the moment of sending the order for:
a) Regular deliveries,
b) Urgent deliveries.
• Scan of the company's registration document
• A scan of: Power of proxy to submit the offer
• In case of foreign entities – a certificate of residency


Additionally, we may ask for other documents required for verification before selecting a supplier.
In order for a commercial tender to be reviewed it must comply with technical requirements.


B. The commercial part should include:
• price per 1 ton of product for delivery under the terms of DAP Rafineria Gdańska Sp. z o.o. valid to 31.12.2029
• price should not include excise duty: please indicate in the offer whether the purchase can be made under a duty suspension arrangement
We do not allowpayment in a currency other than that indicated in the preceding sentence.
All prices indicated in the tender should be net prices (excluding VAT).



8. A tenderer can modify or withdraw its tender with no legal consequences, under the condition that it submits its written requestfor that before the final deadline for tender submission. After withdrawing its tender, the Tenderer may submit a new tender,under the condition that it is submitted before the final deadline for tender submission. Rafineria Gdańska sp. z o.o. reserves theright to modify the terms of the invitation before the final deadline for tender submission.

9. Rafineria Gdanska Sp. z o.o. reserves the right to cancel the contractor selection process, close the process without selectinga contractor, and the possibility to negotiate with the selected bidder or bidders until the contract/order is signed. The selectionof of the bidder(s) for further negotiations does not constitute acceptance of the offer or settlement of the tender within themeaning of the Civil Code. In such case case, the Bidder(s) shall not be entitled to any financial claims against the ContractingAuthority.

10. Rafineria Gdańska sp. z o.o. reserves the right to accept/reject tenders partially or completely as well as to change the numberof items referred to in the specification.

11. The Contracting Authority shall reject bids that contain an abnormally low price, in accordance with the information attachedto the Request for Proposal.

12. All information presented herein is intended solely for the purpose of preparing the Offer and in no case should be used inany other way and for other purposes.

13. Rafineria Gdańska Sp. z o.o. reserves the right to accept/reject the Offer in whole or in part.

• Council Regulation of the Council (EU) no. 833/2014 of 31 July 2014 r. concerning restrictive measures in view of Russia’sactions destabilising the situation in Ukraine (OJ EU L No. 229, p. 1, as amended),
• Council Regulation of the Council (EC) no. 765/2006 of 18 May 2006 on the limiting measures in view of the situation inBelarus and the participation of Belarus in the aggression of Russia against Ukraine (OJ EU L No. 134, p. 1, as amended),
• Council Regulation (EU) 2022/263 of 23 February 2022 concerning restrictive measures in response to the recognitionof the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine and the ordering of Russianarmed forces into those areas (Official Journal of the EU. L.2022.42l, p. 77, as amended),
• Council Regulation (EU) No 692/2014 of 23 June 2014, concerning restrictions on the import into the Union of goodsoriginating in Crimea or Sevastopol, in response to the illegal annexation of Crimea and Sevastopol (Oficcial Journal ofthe EU. L. No 183, p. 9, as amended,

The potential vendors by joining the procurement procedure and submitting an offer in response to this request for quotion,declares that the goods/products (including goods/products provided as part of provided services) that would be purchased byRafineria Gdańska Sp. z o.o. as a result of the implementation of the submitted offer, will not originate or have not been removedfrom Russia or Belarus or the Luhansk or Donetsk regions (territories of Ukraine).

Under pain of being declared null and void, please enclose the signed statement from the appendix.

After the contractor selection process is completed, information on the result will be sent to the participating bidders.


ATTENTION!

- Rafineria Gdańska Sp. z o.o. informs that regulations and provisions covering, among others, occupational health and safety,fire protection and pass systems are in force on its premises.
- Rafineria Gdańska Sp. z o.o. declares that no costs connected with preparation or delivery of the offer will be refunded orreturned to the bidders. bidders submitted bids.
- Rafineria Gdanska Sp. z o.o. reserves the right to make any examinations to verify the certificates, documents and submittedinformation and to clarify the financial and technical aspects of the submitted offer.
