Rafineria Gdańska Sp. z o.o. is pleased to invite you to take part in a tender procedure concerning Multifunctional additive for diesel fuels (package) for the years 2026-2030

Suggested contract duration: 01.2026 – 12.2030

The inquiry will be divided into several stages:
1. Submitting a declaration of participation within the time specified in the inquiry.
2. Sending samples of proposed product to Rafineria Gdanska.
3. Request for offers via Logintrade Purchasing Platform – the inquiry will contain detailed data that should be included in the offers.

All details are enclosed in Attachment no 1 to the inquiry.

If you are interested in taking part in the procedure, please complete enclosed Attachment no 2 and send it to us via Logintrade purchasing platform.

After the deadline of this inquiry, a sample of your product should be sent to:

After completing the tests, you will be asked to prepare the price offers. This inquiry will be sent only to those who declare their willingness to participate and provide samples.
Please do not submit an offer at this stage. For now, only a completed declaration and the sample is needed.

You will not be able to join the inquiry after the deadline in this inquiry has passed.

Please note!
1. Questions should be asked only via the Logintrade Purchasing Platform within terms indicated in the inquiry.
2. Rafineria Gdanska Sp. z o.o. reserves the right to cancel the contractor selection process, close the process without selecting a contractor, and the possibility to negotiate with the selected bidder or bidders until the contract/order is signed. The selection of of the bidder(s) for further negotiations does not constitute acceptance of the offer or settlement of the tender within the meaning of the Civil Code. In such case case, the Bidder(s) shall not be entitled to any financial claims against the Contracting Authority.
3. Rafineria Gdańska sp. z o.o. reserves the right to accept/reject tenders partially or completely as well as to change the number of items referred to in the specification.
4. Rafineria Gdanska Sp. z o. o. reserves the right to select the main and alternative bidder, if needed.
5. All information presented herein is intended solely for the purpose of preparing the Offer and in no case should be used in any other way and for other purposes.

6. Sanction clauses
In relation to the prohibitions specified in particular
• Council Regulation of the Council (EU) no. 833/2014 of 31 July 2014 r. concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine (OJ EU L No. 229, p. 1, as amended),
• Council Regulation of the Council (EC) no. 765/2006 of 18 May 2006 on the limiting measures in view of the situation in Belarus and the participation of Belarus in the aggression of Russia against Ukraine (OJ EU L No. 134, p. 1, as amended),
• Council Regulation (EU) 2022/263 of 23 February 2022 concerning restrictive measures in response to the recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine and the ordering of Russian armed forces into those areas (Official Journal of the EU. L.2022.42l, p. 77, as amended),
• Council Regulation (EU) No 692/2014 of 23 June 2014, concerning restrictions on the import into the Union of goods originating in Crimea or Sevastopol, in response to the illegal annexation of Crimea and Sevastopol (Oficcial Journal of the EU. L. No 183, p. 9, as amended,
The potential vendors by joining the procurement procedure and submitting an offer in response to this request for quotion, declares that the goods/products (including goods/products provided as part of provided services) that would be purchased by Rafineria Gdańska Sp. z o.o. as a result of the implementation of the submitted offer, will not originate or have not been removed from Russia or Belarus or the Luhansk or Donetsk regions (territories of Ukraine).
