Rafineria Gdanska Sp. z o.o. invites you to submit an offer in accordance with the terms of this inquiry.

1. Subject of the inquiry Purchase of COOL LUBE ADVANCED OIL - 400 l (20 x 20l)

2. Delivery terms: 31.07.2024, please include in your offer information about the delivery date (in days) from the day you receive signed Purchase Order.

3. Terms of delivery: DDP Refinery Gdansk Sp. z o.o, according to Incoterms 2020.

4. Validity of the offer

Required period of validity of the offer - min. 30 days from the date of bid submission.

5. Penalty clauses

In connection with the prohibitions set forth in the sanction regulations issued in connection with the aggression against Ukraine, in particular: - Council Regulation (EU) No. 833/2014 of July 31, 2014 concerning restrictive measures in connection with Russia's actions destabilizing the situation in Ukraine (Official Journal of the EU.L No. 229, p. 1, as amended),- Council Regulation (EC) No. 765/2006 of May 18, 2006 concerning restrictive measures in view of the situationin Belarus and Belarus' participation in Russia's aggression against Ukraine (OJ.Urz.EU.L No. 134, p. 1, asamended),- Council Regulation (EU) 2022/263 of February 23, 2022 on restrictive measures in response to the recognitionof the non-government-controlled areas of Ukraine's Donetsk and Luhansk regions and the ordering of the deployment of Russian military forces in these areas (OJ.EU.L.2022.42I, p. 77, as amended), and

- Council Regulation (EU) No. 692/2014 of June 23, 2014 on restrictive measures in response to the unlawful

annexation of Crimea and Sevastopol (OJ.Urz.EU.L. No. 183, p. 9, as amended), the bidder entering the purchase procedure and submitting an offer in response to this request for proposals guarantees that the products to be purchased by Rafineria Gdanska Sp. z o. o. as a result of the submitted offer will not originate or be exported from Russia or Belarus or Lugansk or Donetsk regions or Crimea or Sevastopol (territories of Ukraine).We also ask, under pain of invalidity of the submitted offer, to attach in the substantive part of the offer a signed statement from Annex No. 2, REACH and CLP statement and a current product sheet.

6. Form and content of the bid:

6.1 Substantive questions

All substantive questions regarding the technical specifications should be asked via the Logintrade purchasing platform. Contact outside the designated path, may result in the exclusion of the supplier from this contractor selection procedure.

6.3 Submission of bids

The Bidder shall submit an offer exclusively through the Logintrade Purchasing Platform. Along with the offer, it is absolutely required to confirm the requirements set forth in the content of the request for quotation and to clearly indicate any deviations from the requirements, if any.

The offer should be prepared in Polish or English.

The substantive (technical) part must include:

a. The technical information required by the request for quotation excluding the price including:- inclusion of technical requirements for the product,- SDS data sheet and technical specifications in Polish,- the completion date from the moment the demand is called for,- statement regarding compliance with selected requirements of REACH regulation,- confirmation of sending attestation to each delivery- CN code.

The commercial part must include:

a. Unit price for the delivery under the terms of DDP Refinery Gdansk Ltd,b. Signed Appendix No. 2 - Statement of Sanctions

7. Rafineria Gdanska Sp. z o.o. reserves the right to cancel the contractor selection process, close the process

without selecting a contractor, and have the option to negotiate with the selected bidder(s) until the contract/order is signed. The selection of the bidder(s) for further negotiations does not constitute acceptance ofthe offer or settlement of the tender within the meaning of the Civil Code. In such case, the Bidder(s) shall not been titled to any financial claims against the Contracting Authority.8. The Contracting Authority shall reject bids that contain an abnormally low price, in accordance with theinformation attached to the Request for Proposal.9. all information presented herein is intended solely for the purpose of preparing the Offer and in no case shouldit be used in any other manner or for any other purpose.10. Rafineria Gdanska Sp. z o.o. reserves the right to accept/reject the Offer in whole or in part.11. Upon completion of the contractor selection process, information on the result will be sent to the bidders participating in the procedure.
