Dear Sirs,


Rafineria Gdańska Sp. z o.o. Rafineria Gdanska/ The Ordering Party/RG) is pleased to invite your company to submit a competitive Offer for:
Design and delivery of complete Heat Stable Salt Removal Unit for MDEA system in continuous mode via ion exchange resins.

Scope of work –
The Works will be conducted in 2 Stages as below:
1st stage- procuring the finished skid along with a license,
2nd stage - the integration of the skid into the existing infrastructure at the 650/9850 amine regeneration facilities
The objective of the project is to manage the concentration of heat-stable salts (HSS) to limits 0,6 – 1,5%
The detailed scope of works is in the Attachment no1 to this RFP.


Site Visit
Site visit is not mandatory but recommended. Please note, the Contracting Authority do not reimburses the costs of such visit.
1.0 TERM OF PERFORMANCE:
The Bidder should estimate the: a) delivery time of project design, b) delivery time for complete HSS unit c) delivery time for submit final documentation as build, counting from the date of signing the Contract.
Please note: the deadline to perform the Contract, included mentioned above a, b and c scope of work is not longer than 18 months from signing the Contract.
2.0 REQUIRED CONTENTS OF THE PROPOSAL:
The Proposal Bid should be written in English (or Polish if used) language and contain all conditions (technical, commercial) on which it is submitted.
A committee established by Rafineria Gdańska Sp. z o.o. will independently evaluate compliance of the quotations with the requirements, specifications and terms applicable to the request for quotation. Incomplete quotations and quotations which do not meet the formal and legal criteria will not be considered.

Rafineria Gdańska Sp. z o.o. reserves the right to accept or reject quotations in whole or in part, as well as to amend the quantity of the ordered items described in the specification.

2.1. TECHNICAL PART AND FORMAL DOCUMENTS:
The Bidder is requested to provide:
2.1.1 REFERENCES: A list of Works carried out in the last 10 years, complying with the subject of the Request for Proposal (minimum 3 conducted Works/projects complying with the subject of the Request for Proposal such as design and procuring the skid together with its integration with existing infrastructure), together with their value and references/acceptance reports confirming that the aforementioned Works were duly performed
2.1.2. Technical Offer that included operating costs: consumption of chemicals, replacement of consumables, media demand.
2.1.3. Draft of Purchase Order/ Agreement that included Contracting Authority Essential Terms of the Contract specified in the Attachment no 4 to this RFP. (please note, if any of the provisions is not accepted by the Bidder, the negotiation of this provisions are only until the time to submit the questions, if the Contractor submit the offer with the draft of the Contract that do not comply with the essential terms of the Contract it Offer will be rejected)
2.1.4. Signed the Sanction Regulation which states Attachment no 2 to Request of Proposal
2.1.5. Signed declaration which state Attachment no 3 to Request of Proposal
2.1.6. At the request of Rafineria Gdańska: Following documents: The Certificate of Residence, IBAN (International Banking Account Number), Valid VAT number, Registered Documents of Bidder (recent and valid – issued not earlier than 3 months before the date set for the Proposal submission – extract from commerce register presenting Articles of Incorporation of Bidder’s company, copy of Articles of Incorporation of Bidder’s company if representation does not result from commerce register), Articles of Incorporation of Bidder company (applicable for foreign companies), Power of Attorney authorizing to sign the Proposal (if such authorization does not result from extract from commerce register or articles of Incorporation), Financial statement
GENERAL NOTE: Lack of any element listed above in your Proposal may cause Proposal rejection. For efficient evaluation of your Proposal, please keep the Proposal order and numbering in accordance with the above list.
2.2. COMMERCIAL PART
The commercial part of the Proposal shall consist of:
2.2.1. Lump sum price expressed in US Dollars currency (net) divided to 4 installment: 
a) design of the skid
b) procuring and delivery the skid
c) trainings
d) start up (included visit to Ordering Party)
2.2.2. The unit price (per hour) for technical consultation and assisting during commissioning and performance tests

GENERAL NOTE: Lack of any element listed above in your Proposal may cause Proposal rejection. For efficient evaluation of your Proposal, please keep the Proposal order and numbering in accordance with the above list.
All copies of document must be certified on conformity with original documents by an authorized representative of the Bidder.
3. BID CRITERIA:

4. BIDDERS QUESTIONS
Any Bidder’s questions (included those to Essential Terms of the Contract) in the English language shall be submitted up to 27 th March 2024. 12:00 (CET) the latest, via Procurement Platform. Questions received after that date will not be considered. 

5. SUBMISSION OF PROPOSAL

The Proposal shall be submitted in the English or Polish language up to 5th April 20204 , 02.00 pm (CET polish time zone) the latest, via Procurement Platform. The documents of Proposal attached to the Procurement Platform, including quotation, shall be sealed and with RFP subject, complete company’s name and the address of the Bidder. The documents of Proposal shall be signed by a duly authorized person acting on behalf of the Bidder or by officer authorized by Power of Attorney. Any proposal not complying with these conditions may not be considered.

The bidder has the right, without legal consequences, to modify or withdraw its quotation before the final quotation submission deadline.
After withdrawal of its quotation, the bidder has the right to submit a new quotation provided that it is submitted before the final quotation submission deadline.
