Rafineria Gdańska Sp. z o.o. (the Company or RG) is kindly requesting for Requesting for Information on : “EPC for new flares and revamp of blowdown and flare system located in “Rafineria Gdańska” refinery in Gdańsk” hereinafter called as a “Works”

This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that Rafineria Gdańska will take procurement action in this matter and will not be responsible for any cost incurred in furnishing this information.

1.Phases of the Contractor Selection Process
The Company carries out the Contractor Selection Process in accordance with fair competition principles, ensuring equal access to information and the Contractor Selection Process documentation. The language of the Contractor Selection Process is English. The Company intends to conduct the Contractor Selection Process in a multi-step procedure comprising:

Phase l: the prequalification phase — the prospective bidder is expected to express its interest in taking part in the proper contractor selection phase by submitting the Non-Disclosure Agreement (the “NDA”) and the Expression of Interest (the "Expression of Interest") in response to this Inquiry Letter, according to the rules described in this Clause II, Clause III and Clause IV below.
Phase Il: the proper contractor selection phase - the prospective bidder is expected to submit its proposal for Works (the "Proposal") in response to the Request for Proposal (the "RFP") which shall be issued only to those prospective bidders who meet all the prequalification requirements described in this Inquiry Letter.

The complete Expression of Interest shall be submitted in the English or Polish language up to 30 th of August, 2023, 02.00 pm (polish time zone) the latest, via Procurement Platform (Logintrade), and shall be signed using Qualified Electronic Signatures that is compliant with EU Regulation No 910/2014 (eIDAS Regulation) for electronic transactions within the internal European market.
The documents shall be signed by a duly authorized person acting on behalf of the Bidder or by officer authorized by Power of Attorney. Any proposal not complying with these conditions may not be considered.
